If starting to run 5930k cpu on 125mhz base clock , would it have more advantages or disadvantages?
Will the forum bugs get fixed?

For HSW-E -OVER 100 Mhz is hard to achieve , recommend adjust multiple ratio

I have bad silicone lottery example of 5930k , to manage 4.4 ghz need 1.35v core.
What other voltages to try to stabilize the cpu more or there is not much hope?
Rising cpu input voltage help slightly but it increase overall heat of the cpu alot since voltage regulator inside cpu start to dissipate.
What problem can error "clock interupt was not recived by secondary processor within allocated time interval " suggest?

You can try to raise input voltage and VCCIN and drop vcore but this will be within a short range. Basically these days OC and vcore are pretty directly related and tweaking other voltages will yield little difference...certainly no "raise this voltage and vcore drops magically" kind of solutions.

Cooling of course can help a lot....efficiently removing heat...but the spend on a custom loop might not change much either...

125 strap means speedstep will not work nor adaptive voltage so has it's disadvantages IMO

Tryed 125 and it has more disadvantages and no noticable gain for core clocks.
It may help if doing some record for cpu clock or something crazy. But for regular use , more disadvantages on 5930.

Please also make sure your Vcore is 1.35V or more for stability with 125Mhz.
