On the RVE I never had any issues with sli, and M.2, and a Intel 750 in bottom X16 slot,
On RVE-10 if you have an M.2 drive and a PCIE drive in bottom slot I believe the GPU runs at 3.0X8, if you put the pcie drive in 3rd X16 slot GPU runs at 3.0X16
A couple months ago I was benching multiple Titan Pascal cards and had difficulties getting all cards to run at 3.0 and set 3.0 in bios, I entered the Realbench competition on HWBOT and started switching hardware around for the competition and can't remember if I ever figured out the issue or not, not sure if it was a Windows update or a setting in bios but running multiple pcie drives may be your issue, I had a Plextor m8pe drive that failed on me and was moving it to different slots for testing and benchmarks on that drive changed depending on which slot, very strange, I contacted Plextor and got a strange explanation from them, only use Crystal disk Mark to test their drive but I still got different readings depending which pcie slot the drive was in, I will look in my bios to see if I have 3.0 enabled or not
Any way if your objective is pcie drives and M.2 drive as in your signature, the RVE is better than the RV-E10 as the new board added the USB 3.1 and lanes are allocated differently
