Hello Rogers,

I want to oil my fans but they cant be opened to do so my question is can i make a hole in the fan and to oil it like on this video.

I should think that is your fans need oiling, that it would be best to replace them. adding Oil into the internals of a notebook wouldn't be a good Idea.

Oil does not cunduct current. However I agree with Clintlgm... if you need to oil fans you better replace them.
I olied fans using WD40 twice in my life... It was working... but I have never done this for laptop fans.

I've done it a lot of times in old Asus laptop and never had a problem. Solved all the rattling issues without spending money.
