You must be referring to "Crosshair V Formula" MB and the latest stable Bios is 1703 which you have.
The Crosshair V Formula "Z" latest Bios is 2201 in case your confused as that is what you referred to.

Are you having problems to want to update Bios.?

You would have to also upgrade the MB to CVFZ and Cooling system and I don't recommend it. The FX series is now EOL (End of Life) and the FX-9590 although capable is a beast of a processor to get stable and especially if you want to OC. Honestly, your better of upgrading to the new Ryzen range of CPUs on the new AM4 platform. Better performance and cheaper to run.

Minimum AIO requirement for FX-9590 is Corsair H110 or equivalent. The H60 will overheat.:(
The FX-9590 has a 220TDP draw and hence the cooling requirement.
