From what I understood was that the BIOS itself had the 20°C offset removed in the Monitoring tab as well as the right sidebar which i can confirm got 20°C lower since 1403.
And the issue with NZXT's CAM (which I also use and hate) and HWMonitor is that they both read the Tctl which has the +20°C offset instead of the Tdie which has no offset to it. You can double check that with HWiNFO which shows both Tctl and Tdie.
About the "cold boot issue" I and someone else in this thread have:
I read somewhere else that it might be related to the SoC Voltage. They said that with RAM at 3200mhz needs a VSoC of about 1.155V to get rid of this double boot behavor.
I tried that and found another strange behavor.
On AUTO I get a VSoC of about 1.134V in BIOS and HWiNFO.
On OFFSET with +0.0125V I get 1.09-1.10V.
With an OFFSET of +0.025V I again get 1.09-1.10V.
With an OFFSET of +0.0475V I again get 1.09-1.10V.
On MANUAL with 1.1565V I get 1.134V.
What the F*** is happening here?

If you mean a setting in CAM or HWMonitor then no.

If you mean in the BIOS then it's like this:
The BIOS monitors the CPU temp without the Offset so you don't need to tinker with the settings there.
As far as I understand, and I might be wrong with this, the X versions of the Ryzen CPU's have 2 temp values monitoring programms can read.
One is the "Tctl" value which adds the 20°C offset. HWMonitor and NZXT CAM are reading this value for what ever reason.
The other is the "Tdie" which is supposed to be the real CPU temp without the 20°C offset. This is the value AMD's Ryzen Master is reading. (Or Ryzen Master reads the Tctl as well and just subtracts the 20°C if an X version is found)
So Tctl - Tdie = 20°C according to HWiNFO and basic math skills.
I hope one of the experts on here can verify if my explanation is correct or correct me as I'm by no means an expert at all!

After a long time waiting(didnt try beta bios, used to have 1202) i updated to 1403.
Nothing Has Changed!!!
I have Corsair CMU16GX4M2C3200C16 modules. Still 2133Mhz(both with D.O.C.P and Manual mode)
And the temp issue still exists. Which one i need to trust?
Ryzen Master - 17.5 C
Corsair Link - 38 C
AI Suite - 20 C
And what do you suggest me about ram? I don't want to sell those modules cos it will cost too much to buy new ones after selling them used.
Will the new bios be able to solve all problems?

That's unfortunate that Ryzen doesn't have an accurate temperature monitoring circuit like the core temps on Intel processors. Hopefully Ryzen+ will improve the situation.

I've been through these threads so many times now and tried many things, but my RAM keeps resetting back to stock 21**. I did get it up once but memtweakit gave it 0 for efficiency and my Cinema4d bench test performance went down and that's after adding an Nvidia M400 as well.
Any help on settings would be greatly appreciated.
