I was replacing the thermal paste by taking out just the cpu fan section. Before putting the case on, I pressed power and this was the result.

It may be normal, though I don't know how many else have done this procedure leaving the PC open and turning it on. That 2nd fan may be programmed only to come on when the CPU gets to a certain temp.

so both of the power cables are plugged in on the motherboard below the 2 cpu fans, I take it you mean cpu not gpu?
