I this case, it's not any overheating problems,

UPD:
1.25v and x48.
6 minute CPU stress test. 60-61c.
Everything seems to work.

Do i need to mess with that adaptive mode?

It's up to you, idle temps will be much lower if you use it.

Will there be any affect on performance?
Or the cpu will instantly return to it's high voltage/speed state if needed?

Yeah, it will throttle at idle then when under load it will ramp up.

And in power settings I need to set the cpu minimal state to 5% (like in balanced) and maximum to 100%?

You shouldn't have to fool with that unless you made changes in there.

In balanced profile those states are 5% for min.state and 100% for max.
In high performance - 100% and 100%.
Now i'm using high performance.

I'm talking about controll panel -> power options.

Yes set the windows power plan to balanced for your cpu to throttle at idle.
