Your Xbox One Gamepad (only if it's the official Xbox One S Game Controller) has Bluetooth capability and requires Windows 10 as well. If all requirements are met, hold the connect button on the gamepad till it flashes, go into devices in Windows 10, and add the device (should find it).
If it's older than the "S" model or you don't have 10, you'll need the applicable receiver for PC. You can Google it.
