Welcome to the ROG Forums!

1. Are you running individual memory sticks instead of a single kit?
2. When you swap the graphics cards are you re-installing the driver?
3. Are you using the latest driver?

I would suggest to remove the 4GB sticks and leave only the kit. 16GB should be more than enough for games. Also, make sure that you are using the right slots for the kit (check the manual). Then do a memory testing, just to be sure that everything is OK.

It would be nice if you could find an another machine to try that Asus card, to make sure that it is working properly... Make sure that you properly connect the power cables to the card!

I am really not thrilled by that PSU... theoretically should be enough, but I have never tried or heard of it...
