Overclocking i7-5930k

So im trying to see what is causing my CPU to show up as 1199mhz in realbench
Water cooled cpu 30c to 50c
i7-5930k 4.5ghz 1.280v(Auto Voltage)
Cpu cache 45 ratio min and max 1.420v(Auto Voltage)
DDR4 G.skill 2800mhz 1.2v(Auto Voltage)
SSD samsung 840 pro 512gb
Evga gtx SLI 980ti Classy's 1485mhz/4000mhz
Asus Rog Rampage V extreme 2014
stable{no crashing} with current setting with ok scores but not consistent with each test from 13381 to 15338 scores

like right now at idle my cpu is fluctuating from 1199mhz@0.840v to 3500mhz@1.130v in CPuz screen.
Looking for all advice since im new to OCing and would like to get a little more performance

first picture i got cpu to 4.6ghz and 3000mhz memory unstable but my highest score

Your Windows Power management is on Balanced... Do you see in CPU-Z at the Multiplier: 12-36? When under load, it will jump up to 36 - so it will run 36x100=3600MHz...
It is a power saving feature of the Windows... If you change Power Management to High, it will keep your CPU at constant 3.6GHz - but it may produce more heat...
RealBench is reading your CPU when it is in idle, that's why it is reporting lower speed... don't worry about it!

I have to say 4.5GHz at 1.29 volts is pretty amazing. You got a really good sample. I had to go to 1.32v to get mine stable at 4.4GHz.

I personally use adaptive voltage to keep the heat down. 🙂

Im currently back to 4.4Ghz getting better performance here is the new bench, Also tested 3dmark 15250 score on Firestrike extreme @1440p 16893 score @4.2ghz
