I tried disabling the paging file this way and it didn't fix my issue unfortunately.

Sorry if it seems like I am hijacking OP's thread, it's just that we seem to have the exact same issue in the exact same way - albeit it with different RAM kits.

I hope that if nothing else, the 1.0.0.6 BIOS can be our saviour.

Try adding a custom paging file, also when restarting, restart from a cold boot, turn computer off, turn off power at psu or wall, wait 30 seconds or until all led,s r out, then restart.

Gave it a go (set manual page file size of 2048-2048), didn't work. Made sure to clear static by unplugging the cable and mashing the power button for a while.

Do you have GPU-Z installed? I'm curious how much vRAM it's showing, just a thought.

Better yet, open device manager, click view > resources by connection, and open the memory node. Is your video card listed there?
I'm not seeing anything in the BIOS like a frame buffer that might be doing it.

That section on device manager isn't the easiest thing to read. But it should show what is using hardware reserved memory. I did read where people were getting this behavior (on older systems) when they sticks were in slots that did not work with their configuration as well. Think that's been pretty well covered here though.

Did you ever get a chance to test with a different kit?

Not really sure what you want to see here, but here we go (you can see my R9 290 multiple times in there):

Guys...again...this is DEFINITELY NOT a software bug or a Windows miss configuration. It has either something to do with the actual RAM sticks or the motherboard/BIOS!

CPU-Z is seeing both sticks correctly, Win 10 is seeing 16GB Ram & both slots, think that rules out bios, you have tested with other sticks same problem, *rules out sticks, your hardware reserve is way to big, think it is definitely a OS issue, there is 3 fixes for this, the msconfig fix, the paging file fix & there is regedit fixes for this, you can find the tutorials on YouTube by searching (windows 10 only using half ram or win 10 hardware reserve fix) maybe u have to try (do) all 3, before you play around with the registry back it up & make sure anything that is important on your OS drive is backed up or put on another drive, you could also try a fresh install of win 10 by downloading the Microsoft media creation tool, download the lates v of win 10 home to a USB & install, please post your progress, will be interesting to see the fix for this one.

I am not convinced it is software.

I have done all your suggested fixes, and I have also done the ClearPageFileAtShutdown registry fix and it did not do anything. There are multiple other people with this same issue on this platform. I'll try any fixes I get suggested along the way. When the 1.0.0.6 AGESA BIOS update drops, I will hope that fixes the issue. If it doesn't, I will reinstall Windows to rule that out, and if that fails, I'll get new RAM. And if that fails, a new motherboard.

Yes, I also believe it is an OS problem... as Darren Stevens said, look around YouTube...
