Low fps on G20 CI

Good afternoon my pc is on the 100% cpu when I call it and it's all locked when I'm playing and I can not hear anything I have to minimize the game and come back and the fans go to turbo boost from nowhere and I'll call twice by the bios. I also wanted to make another pc how can I get the money back.
