Went from FE to Strix, because I wanted something more quieter and this is what I got

I'm not sure what ASUS accepts as silent, but it sure as hell ain't this:

Third card in a row, I'm done with ASUS cards and going to MSI. Hell, even FE 1070 from ASUS was significantly quieter than all 3 Strix cards, which is beyond pathetic. Mind you, that annoying pulsating high-pitch noise manages to escape my Define R5 without any issues. I swear, even through the noise from the street I can still hear it!

All gpu's with a fan(s) are kinda loud with the fans cranked up, have you considered water cooling for a quieter pc ?

These fans were running at merely 40%, which is nowhere near of being cranked up. My previous FE card was running at 50, sometimes even 60% and it still was a lot quieter. Another thing is that this card is being sold as quite. While the level of noise is subjective, cranking up volume on my speaker system to ridiculous levels because of noise card is as far from quite as it can gets.

tl;dr Hearing air whoosh is acceptable, listening to vacuum cleaner with jetpack propulsion is not.

Are you sure? They look like they are spinning at more than 40%.

The second link shows how card sounds at different fan speed. The first one was at 40%.

Hi Terepin by the heat flowing out from the backplate, visible in the first seconds of the second video, I think that the card was hot enough to justify the loudness of the fans.

The fans are practically inaudible at 40%. The stock fan curve is damn near as quiet as you're going to get. Your expectations are misplaced in general.

Worth pointing out testing shows that at the 40dB level, the Strix runs cooler than the MSI card.

My personal experience, experiences of others and my videos clearly shows otherwise. MSI cards are far more silent at any fan speed.

That's the thing, my MSI card never reaches 40 db.
