GeForce 10m series + WDDM 2.2 driver + external GSYNC monitor = constant FPS drops

Hi all,

just spreading awareness. All NVIDIA drivers after WDDM 2.1 378.92 are affected by this issue.

Required to reproduce:
1. Mobile GeForce 10 series graphics card (manufacturer or BIOS version does not matter at this time)
2. Graphics card must be connected to an internal laptop screen (most likely, not like laptops come with their screens disconnected - not tested with a disconnected internal screen)
3. WDDM 2.2 driver, so anything 381.xy and onwards (release, hotfix, beta - doesn't matter)
4. External GSYNC monitor. This automatically implies connection via DP. Doesn't matter which graphics card output is used: DP, miniDP, USB-C and/or Thunderbolt.
5. Any sort of 3D application (any 3D game). Just walk (move viewport) around in any area in the game; it's impossible to miss.

The OS screen configuration does not matter. It happens [on the external monitor only] if you use both screens; if you use external screen only (before restart - laptop screen visible in Device Manager and OS screen configuration); if you use external screen only (after restart - laptop screen missing in device manager and OS screen configuration).
