Hey,
You should try P-State Overclocking. If you OC directly the CPU goes into OC mode.. And dont use any stepping / throttle functions.. As far as I know this is intended by AMD.
Example:
Global C-State Control has to be Enabled.
Then go into Custom Core Pstates and set Pstate0 FID to the hex value you want --> 9C is 3900
On the Extreme Tweaker Page AI.... has to be Manual.
I do my Voltage settings by a slight negative offset (0.05) for 3,9ghz.
And your cpu will keep throttling on idle.

I do OC with ZenState at the moment. Works pretty well but i'll check p-state in bios with those hex numbers.
I also have my voltage set @ -0,05v
All in one I'm happy with my combo. No need for an Intel setup. (I used AMD over 15 years before)
