    Neither offset nor adaptive are necessary for speedstep to work 'properly'. Speedstep will change the core clock frequency as long as Speedstep is enabled and Windows is set for the Balanced Power profile.

    Offset or adaptive core voltage control also adjust voltages. They should apply just enough for the core clock at that time. The two features work better together.
