What timings are you seeing in HWiNFO? My G703 is showing Apacer Technology 76.D305G.D060B which run at 17-17-17-39.
Those GSkill sticks show 18-18-18-43 on their website. If the timings are in fact different, they most likely wont take the lower CAS. They also show being supported by Intel 6th Gen Procs on the GSkill site, the G703 is running 7th gen.
Volts are the same as the Apacer sticks @ 1.2v. The QVL list is really small for those sticks, only a handful of devices, none Asus. I might return those and look for sticks that you know would work? Such as the Apacer sticks in my G703?
Looks like Asus has used these Apacer sticks in other ROG laptops as well, as seen here:

(ROG has simply become too expensive compared to the competition with same specs... 😞 )
