Based on my very recent research all that is said about VROC limitations is correct.

Don't know if it will help but here is what I am doing on my Strix Z370-E. I have a 2TB NVME drive in M.2_1. It runs at full PCIE speeds. I have a 1TB NVME drive in M.2_2 running at X2 as I want all my SATA ports available. Too many drives.

I had an Antec PCIE X4 adapter. I put another 1TB NVME drive in the NVME slot no it and entered it in an X4 expansion slot.

It works in that AS SSD, AOMEI and EASUS all can recognize all of my NVME and SATA drives. Well AOMEI Pro hiccups over 6 drives, but still I can use both of the additional 1TB NVME drives. My M.2_1 slot has a 2TB NVME drive that is the OS drive.

What I can't do is create a RAID array with NVME drives 2 and 3. I can live with that I suppose. I am a bit surprised that the board is supporting 3 NVME drives even if one or maybe both the 1TB drives are limited to X2 speeds. IRST simply can't see the drive in the Expansion Card. Windows can see it but won't create a "Storage Space" for it.

This may very well be an issue with the Antec card or not having the BIOS set up correctly.
Im not familiar with your board but you should be able to raid up 2 drives down stream of the PCH controller.
Check that you arent sharing any lanes.
