Threadripper 1950X + Asus ROG Strix X399-E Gaming Q-code 40

16-Core AMD Ryzen Threadripper 1950X
Asus ROG Strix X399-E Gaming (System BIOS Date 08/21/2017)
Corsair CMK32GX4M4D3200C16 (4x8GB Quad channel kit)

The issue here is that after a start, the system stays in a state of some kind of power management, where the Q-code on the dual Led display shows 40.
In the ACPI/ASL Checkpoints list it says that this means: System is waking up from the S4 sleep state.
Nevertheless, when I start some really CPU intensive task, set and needed to run on all cores and full speed...nop, they run at around 7-10%, the fans are running slow, task managers Performance tab shows CPU load at around 10% so on so fort...I can not do anything to make the programs to run at full speed! They start to achieve full speed only after about 10-15 minutes..just like that....only after this amount of time the Q-code turns to 0C (which should be OK)
In the Power Option the plan is "High Performance", Sleep is disabled, in additional power settings at the Processor power management minimum and maximum processor state is at 100%, and every other setting is set to make the system to run at full speed.
Any idea how to make the system to deliver full speed/performance from the beginning, right when one needs it, and not just when he want it?!
