Geforce GTX 1060 Dual OC Fan PROBLEMS

So, here is my problem; when I turn my pc on the fans are quiet or just plain silent. When I start a game up, the fans obviously kick in BUT when I go back to my desktop, the fans will literally stay on 100% until I turn my PC off.
I understand that the card needs to be cool, but I highly doubt that it takes 3 hours to do so, plus I can clearly see the temps drop.
And no, GPU tweak doesn't help. I can manually TURN UP the fans but I CAN NOT turn them down. If I turn the fans up or start a game, the fan can not be manually turned down. GPU tweak 2 simply does not work.

Any help would be greatly appreciated. And yes I have updated my MOBO BIOS.
