Graphicscrad flashes white when shut down.

Hi there!

I recently built my first PC ever...after some troubles it finally works great. But everytime i shut down the pc (either via windows or via the power button), my VGA shortly flashes white and you hear a little electronic noise. After that its off, except for the white leds on the pci connectors.
Is that a normal thing?

Graphicscard: Asus Rog Strix GTX 1080 Advanced
Motherboard: Asus Rog Strix Z370-F
Processor: Intel Core i7 8700k
Powersupply: Corsair Rm650x (650W)
RAM: G.Skill 16 GB 3200Mhz
CPU cooler: Nzxt Kraken x62
Case: Nzxt S340 elite
Storage 1: Samsung evo 960 M.2 250 GB
Storage 2: Seagate Barracuda 2TB
Operating system: Win 10 Home 64bit

you can disable the lights on the motherboard inside bios ( some where ).
they are pulsating and on by default.

Ik that the led pulse after shut down is normal....but I mean that short bright flash when you turn it of. That is what got me a bit worried.
