running basic apps and games on cheap tv at 1080p

I ran the ez tuner and it set the bclock to 103, which ramped the ram to 2747 and the system would black screen (even green screened on me once) during normal usage. It ran cpuz bench and marked very high with no hiccups, but was still acting strange. So I dropped the bclock down to 101 and it's running much smoother without hardly any performance loss. I'm guessing the cpu oc was fine but it was the ram oc that was the culprit, let me know if I'm thinking right and if it's worth playing with the latency
