Exclamation [Bug] GPU Tweak II - added ~2 minutes to Windows 8.1 start

    Hello all.

I have Windows 8.1 x64 Pro installed and when upgraded graphics card from GTX780TI-DC2OC-3GD5 to a DUAL-RTX2070-O8G, I also upgraded nVidia driver to v.416.94 and GPU Tweak I to II (version 1.8.9.0). After restarting GPU Tweak install, windows took around more 2 minutes to load after login screen, including AI suite 3 case fan settings.
Last week, I installed Windows, updated everything (except spectre/meltdown updates) and right after installing GPU Tweak II ( v.1.9.3.0), Windows started to take around more 2 minutes to fully load.
On both Windows installs, during this time, NICs are unusable, despite they have IPv4/6 addresses assigned, and all fans are almost at full speed, due to AI Suite 3 not yet loaded and fan profile applied. After that time, everything works as expected.

No RAM/CPU errors reported by Debian Memtest86+ run on a full day before buying the new graphics card.

    System specs:
    Intel i5-4690 (factory default OC)
    MB Asus Z87-PLUS (HW v.1.xx, BIOS v.2103)
Kingston KHX1600C9D3/8GX (2x 8 Gb XMP 1.2, factory default OC)
Asus DUAL-RTX2070-O8G (under clock or factory default OC)
Intel SSD 510 120 Gb (AHCI Sata)
Intel SSD 530 240 Gb (AHCI Sata)

Is there any better place to put this bug report?

    Thanks everyone.
