Rampge III extreme wierd booting issue
Senario:
Went to turn PC on. it flicked on then off straight away then back on again attempting to boot. the red CPU led on the QLED panel lit up solid and no video. Restart and power (holding the power button) didnt work. So had to flick switch on PSU. Same issue each time i booted. tried removing ram and GPU same issue with no video and CPU light on. testing voltage there was 0v at the CPU pin test point. I thought i worked it out to be a faulty Riser cable. plugged card direct into mobo and it booted. I then plugged the riser cable back in and it booted. But all games running max at 20FPS. So i thought great ive confirmed a dodgy riser cable. Card back directly in the mobo, PC booted fine and all games back to 100+fps. Left the PC on overnight and the whole next day no issue. Came back this morning. Exact same thing happened as what initially did, PC flicked on then off (3 times in a row this time) but now the DRAM led lit up solid. i unplugged the USB headers, HDDS and still wouldnt boot. unplugged the gpu same thing, put gpu back in, and now its booted and running fine again.
Also noteworthy when it actually finally boots my OC settings in bios are back to default.
So what am i looking at here. Faulty CPU/MOBO/GPU are what im guessing is the list to check.

How old is the CMOS battery on the board?...maybe replace it...

I would try changing it for a new one...you might be losing BIOS settings due to bad battery...

OK...well, I guess you'll just have to keep testing stripping components...keep everything as simple as possible...no riser...maybe test your RAM sticks one by one...
Have you been running the same RAM always?
Substitute the PSU for an old one if you still have one about...check cables and pins in sockets and cables
Check the cooler is mounted with even pressure and not too tight...

Try having ram installed in different config, for ex, one stick only or, 3 sticks on another set of slots.
