Hi,

The diff. is only the OC :

ROG-STRIX-RTX2080TI-O11G-GAMING :

OC Mode (With GPU Tweak II) - GPU Boost Clock : 1665 MHz , GPU Base Clock : 1350 MHz
Gaming Mode (Default / Without GPU Tweak II) - GPU Boost Clock : 1650 MHz , GPU Base Clock : 1350 MHz

ROG-STRIX-RTX2080TI-A11G-GAMING :

OC Mode (With GPU Tweak II) - GPU Boost Clock : 1590 MHz , GPU Base Clock : 1350 MHz
Gaming Mode (Default / Without GPU Tweak II) - GPU Boost Clock : 1575 MHz , GPU Base Clock : 1350 MHz

ROG-STRIX-RTX2080TI-11G-GAMING :

OC Mode (With GPU Tweak II) - GPU Boost Clock : 1560 MHz , GPU Base Clock : 1350 MHz
Gaming Mode (Default / Without GPU Tweak II) - GPU Boost Clock : 1545 MHz , GPU Base Clock : 1350 MHz

For comparison with NVIDIA original products :

NVIDIA GeForce RTX 2080 Ti Founders Edition :

GPU Boost Clock : 1635 MHz , GPU Base Clock : 1350 MHz

NVIDIA GeForce RTX 2080 Ti :

GPU Boost Clock : 1545 MHz , GPU Base Clock : 1350 MHz

Looking situation and reviews best is RTX2080 Turbo + Waterblock.
No better choice. I have case and people with case can't look temperatures from reviews and think that will stay same after 2h of gaming.
Water, water and water. For default clock, for factory OC, for manual OC, for increase voltage, for default voltage, only water.

But when EVGA launch Hybrid models, she will beat temperatures of all cards.
I don't know why ASUS didn't decide to launch AIO GPU. I believe 240mm radiator is not necessary and 120mm could give good temperatures.
