I have the same problem with Strix RTX2070 O8G. I tried both Performance and Silent modes (the switch on the card), GPU Tweak on and off, nothing works. Silent mode in GPU Tweak puts the fans to 31% at default (at 35c).

The fans start to spin faster immediately when the temperature rises. On desktop my GPU is about 36c and the fans spin at 1000rpm, at 50c they're already at 1500rpm/45%.

Any ideas what's wrong?
