I recently put some new parts in my system and now the chipset is running quite warm

Is 82c safe?

I'm using the strix 3090 and ryzen 5950x
The strix gets up to 72c and 5950x 65c but yeah the poor PCH chipset runs at 82c while gaming

The other components also get warm. My Samsung 980 pro goes 60c while gaming and my RAM also 60c

Are you another one who bought this with a VRM design for custom loop operation not without it ?
Why did you buy this instead of ch8 ?

My VRM is fine thanks, VRM is at 45c while gaming. The 82c is the PCH chipset that sits under the GPU.

I bought this board a year ago, the CH8 did not exist.

Actually the CH8 did exist over year ago.

You are within operational temps. Above 85 and would start exploring options.
So for example, If the 3090 sitting on top of PCH fan, you could consider mounting it vertical holder which will clear the PCH fan and should drop temps, my CH8 never been above 60 with this setup on a smaller 2080ti but still princple of giving clearance for PCH fan.
