Just if anyone have same problem like me, Only happen with Vr device. VR is connected to the USB port and when power up PC don't reconioged this device only this one.
Note: Give main power rto PC wiothout start up . Remove usb and connect again, repeat without start up OS , just start up after , VR is reconige by Windows. Otherwise always I need to remove and connect again to use.
Rest USB device are good eveytime.
Action taken : Format completely and several things found on internet like unistall roots usb ports , use other usb ports and so on.
Could be some option in bios settings or just is strange issue ......
