Depending on BLCK values --> USB 3.0 not working - who is this related?

Dear all

I build up a new rig with X299 rampage VI board and g.skill RGB 4x 8GB 3866 with timings 18-19-19-39.

So when I use XMP settings in Bios - my USB 3.0 doesnt work - only USB 2.0 (on same ports). No USB 3.0 device is detected.

I lowered the Ram frequency to 3600 with timings 16-16-16-36 and FSB:DRAM 1:36. Having do so, my system sets BLCK at 101.800...USB 3.0 still not working. When I change BLCK to 100.00 every USB 3.0 works again???

How is this related? May I have a defective Motherboard for RMA or is this normal? I do not understand and would appreciate your feedback/support/thoughts.

This is not an indication the board is defective. this is common, you can try increasing PCH voltage by a small amount or better option is to keep the blck at 100.00 and setup up memory manually
